Depending on the OS version, you can hold one or both mousebuttons down on boot-up to enter a menu which lets you switch between PAL and NTSC. Total Annihilation: Commander Pack free today on GOG. Includes the main game and both expansion packs.

Other free games on GOG, including something called War Wind from 1996. Don't know whether it's good or not, but it's free, so it's infinitely good value.
