Oh wow, the registry actually needed 41 signatures to pass. It got 44. :D :D :D The city administration is now deciding whether it's worth it to go to referendum, or if it just cancels the rezoning process entirely. I'm not sure what the time frame for that is, but I'll be attending the next council...
