Yeah, it looks like I can get a smooth and consistent 30fps at Very High settings if I change my system refresh rate to 30 and turn on vsync in the game. There's probably a way to set up a script that'll do that automatically; change the system refresh rate when the game's launched and after it exit...

Well, my system RAM is above the recommended specs (recommended is 12GB, I've got 16). I think my graphics card's only got 4GB, so that could be it. Could also be the processor, which is only an i3.
