I might be getting the story wrong here, but...
I've heard that snipers during World War I would do stuff like shoot the same spot on a tree over and over during meal times, sort of as there way of saying "we'll let you eat if you let us eat, but don't try anything funny."
So I guess I can see the logic with the artillery, even if it's insane. But then again war is insane to start with.
