Allegedly. Quesada's announcing an "all-new era for one of Marvel’s most classic Super Heroes" on Colbert tonight and I think Cap's a safe bet.
I haven't had a chance to watch the episode yet, but according to the Internet, yep, Sam Wilson is going to be the new Cap, so yeah Cap's got his own diversity-shakeup thing going on, with an already-established sidekick who recently got a lot of buzz from a movie adaptation, so that's why he's not open for being replaced by a lady.
Presumably, like Carol Danvers becoming Captain Marvel and making room for a new Ms. Marvel, there'll be room for a new Falcon, too. Quesada said as much in the interview, albeit as a joke.
I'd say that we should expect Tony Stark to be replaced by a new Iron Man from some sort of minority, but they already did that all the way back in the 1980's.
...okay, actually I STILL think we should expect it.
