Pretty sure it's just a general jab at Dr. Oz's post-Oprah career of being a snake oil salesman. Though, if you're looking for something more recent, here's what he campaign had to say about his opponent John Fetterman

Yeah, that bit I heard about. He's doing for cardiology what Herman Cain did for brain surgery.
Re: Truthiness! (Onion, Clickhole, etc.)
Herman Cain was a real wake up call to the fact that doctors aren't special, they're just rich and they've completely captured the medical profession expressly so they can lock poor people out and make as much money as possible

fuck me I remember when Mehmet C. Oz was a real doctor. Back in the early 90's before he became a Russian asset

Re: Truthiness! (Onion, Clickhole, etc.)
Just realized that Oz is a anti-vaxxer and covid-denier so in the last two years he probably has given widely disseminated medical advice that has killed people
Also Ben Carson was the surgeon, not Herman Cain. He was the proprietor of Godfather's Pizza

Oh right, duh.

To be fair, Godfather's Pizza is the Ben Carson of pizza

Hm. I dunno, let's see what Lee Atwater had to say about that.

IMO, it has been for a while, but it depends on the politician and context (but it not being used as a dogwhistle is more exception than rule).
Re: Truthiness! (Onion, Clickhole, etc.)
That Wikiquote is only 3 quotes but is a brutal own on Atwater

Atwater was a garbage person, but I've always been very glad that such clear and simple mask-off admissions exist, similarly to Goering's statement about the ease with which leaders can manipulate populations exists, etc.
Re: Truthiness! (Onion, Clickhole, etc.)
Oh yeah, pure garbage. I'm just amazed at how well that comes across in just 3 quotes

Yeah, it's like Citizen Kane in two quotes -- here is a man who spent his life actively making the world a worse place and then died feeling empty inside -- and then an MST3K post-credits stinger.
