I thought that a buy-a-box promo was a card that was just packaged as a single inside every box of boosters, and if someone bought a sealed box by whatever means then they'd have one. If it's a special promo that's sent to Official Partner stores on the basis of customers ordering or preordering full boxes, for distribution specifically to those customers only, then that's ... even more fucked up.

Yeah, it's never been something prepackaged with all boxes or the first print run of boxes. It's always been a retail tool to reward customers for making purchases at brick-and-mortar stores. It's supposed to be one per customer, first come, first served. If a store owner says this applies to pre-orders, then it does, as stores are free to set the policy themselves. Since it's in the retailer's interest to have as many players buy via preorder rather than in person on release day, retailers generally include preorders in any calculation of first-come-first served.

Anyway, so far I was corrected in that very biggest stores with perfect records could become Advanced-Plus (so like, Card Kingdom or Star City Games physical outlets). Those stores used to get 60 BaB promos under the old system. But then those are the stores selling hundreds of boxes, and even many whole cases.

Okay, so the answer from a WPN shop owner is: 1) It’s still 20/40/60 by level, and 2) this is also exactly how many boxes you are allowed to pre-sell during the prerelease.

So yeah, bullshit.

So in a TOTALLY UNEXPECTED SURPRISE, Nexus of Fate (the buy-a-box promo, see above) is a 4-of in a top standard deck and is now going for $40 US and rising. It may well hit $100 before the end of the week. WHO COULD HAVE FORESEEN SUCH A THING?!
