Frozen Synapse immediately comes to mind, but it's only 1v1 so it might not be entirely what you're looking for. But in case it is, it's like 4 bucks right now.
Other than that... Oooh, Monaco might fit the bill too, and it's like two fifty. There are occasionally reflexes involved but it's largely a stealth game, and besides the chaos that follows a fuck-up is pretty entertaining by itself. On the strategy side, it's hard to go wrong with one of the Heroes of Might and Magic games; they're long matches but not Civ long. HoMM 3 seems to be the most well-regarded, though I have a soft spot for 5. (The former is 13 bucks on gog, the latter on sale on Steam for 5.)
...oh wait, multiplayer on Heroes 3 is LAN or hotseat only, and no longer available at all on 5 because Ubisoft shut it down. Dang. There's a Heroes 6 out right now but apparently it's a garbage fire. Welp!
Anyway, that's about all I can think of at the moment.

Spy Party seems to have become what was a free, much more crude version of the same idea. One player is controlling an a character interacting with NPCs and one is a sniper watching the room. Sniper has to find and shoot other player, they just have to survive, possibly complete an objective unnoticed.
