I am glad it happened, don't get me wrong, but I have a huge problem with healthcare for millions resting on the conscience of a dying man trying to write a good chapter at the end of his legacy.

It's my understanding that the reconciliation rules limit the number of bills passed using that method—the fact that this failed under reconciliation does not eliminate it from future attempts, and even if it did, the fiscal year ends in like two months anyway.

The one justification I could see for McCain's stunt is that he thought that if McConnell & company thought he was a guaranteed yes they would let the vote happen without having already secured the other two no votes, and so it wasn't just that this was dramatic, it was the only way they could kill this thing.

More importantly, they not only limit the number of bills that can be voted on but limit the time for debate on them to 20 hours. The 20 hours are up, so McConnell can't retreat to back rooms and keep tinkering with stuff like the Cruz and Portman amendments to create something still called the BCRA that'll pass. That's why this epic gaslighting was so crucial: McCain had to get McConnell to think he had the votes for skinny repeal so that he'd bring it to the floor (and McCain voted to proceed). Otherwise, McConnell doesn't bring up the motion to proceed and the debate clock is preserved.

Also, people are using the word "year" loosely, but in this context it usually means the session, not the fiscal year.

I say "perhaps" because actually that thread is pretty hard to follow, too, but my understanding is that this vote is more of a strike against Republican morale than it is a definitive defeat of the skinny repeal. The hoops they have to jump through are inconvenient, but not as stringent as in the image above.
