Okay, but if you take away the contexts that 1) human nature exists, and 2) oversight would rate anywhere from 'nonexistent' to 'actively hindering' as with any large government program, the only issue I see is that it is actively deincentivize hiring locally.
Fun fact: if you've ever had someone at a mall try to rub lotion on you they were here on the exact same kind of system, except with zero regulation to make sure they actually ended up at that mall with that lotion and not, you know, the other thing that happens to young women who take the unregulated path to working in the U.S.

Turns out that's an edit of a cartoon by a Brazilian artist where all the heads and the text were replaced, as well as the artist signature.

After that was posted I'd actually noticed a series of meme/joke posts with horrible racist or reactionary cartoons with Garrisons' signature photoshopped in.
I mean, he's still a slimy racist Trump brown-noser, but yeah at this point if you see his signature it's not necessarily something he actually made.

Yeah I recognized Carlos Latuff's art style. I'm not entirely sure the word bubble was replaced, either.
