Dragonball power-ups aside, the meme is based on official canon. There's a direct to DVD animated movie from 2011 where he has all fear hypnotically removed Red Dwarf polymorph style and wrecks a stereotypical biker bar with perfect Aikido.

Yeah Shaggy is canonically probably the best hand to hand fighter on earth. It's just you (and he) never know that because he's afraid of everything.

This clip is weirding me out because it's showing Shaggy as shorter than everyone else.

I mean, I get it, they're supposed to be big guys and "taller" is just easy shorthand for bigger, but still. ALL the goons?

This shot gets it right. His arms are roughly 50% longer than the Joker's, even accounting for foreshortening/angles.

I mean I didn't actually do detailed research into the status of the various multimedia rights to The Smurfs, or any of the rest.

I put Gargamel in there because Hanna-Barbera did the Smurfs cartoon.

I doubt WB actually owns the video game rights to Pee-Wee Herman or Popeye, either.
