Well, de facto, de jure, sure.

Now I'm wondering... has the US ever actually codified English as the language of the federal government? I know there's various state laws, but I'm not sure federally.

Nope. The US does not have any federally recognized official language.

And (all else being as it is) this is actually a good thing, because it means the federal government is required to provide services to people who do not speak English.

If the federal government adopted English as an official language, I'm sure (at least) hundreds of thousands of first-generation immigrants would lose access to welfare, disability, and legal services.
